December 31st, 1896.

In my despatch No.283 of October 16th I had the honour to report the circumstances under which the Japanese Government had consented to refund to the British firm of Flint Kilby and Company the Customs Duties which had been levied at Yokohama on a cargo of sugar imported from Formosa.

Subsequently the same firm applied to me to obtain for them a similar refund on a cargo shipped under a through Bill of Lading by their correspondents at Takao, which had been transhipped at Hong Kong. I accordingly addressed a note to the Acting Minister for Foreign Affairs, a copy of which is annexed and I now have the honour to inclose translation of His Excellency's reply.
